• June/98: New restructuring legislation speeds up the time line for restructuring the industry and requires that all studies by completed by 10/99. Some retail competition should begin as early as 1999.
• April/97: The Electric Restructuring Act of 1997 allows retail competition by 7/2002. The OCC is directed to study the issues and develop a framework to implement retail competition.
